All the Cash for Clunkers program did was accelerate the inevitable – our thinking right now is that it will be just a blip on the screen. The folks in the mills think that the entire program just bunched up sales of new cars and scrapping of cars from the past 3 months and the next 3 months. Those who were in the market just took advantage of the program, which didn't generate any new fresh sales.
